The letters concern the support given to the army by the squadron, such as arming of batteries on the Tagus and bridging the river, transporting troops, and arrangements to be made in the event of the army evacuating Portugal. The later letters also mention skirmishes with the enemy.

Many of the subjects discussed are similar to those in MS.9932: Letter-book of Admiral Sir George Berkeley containing correspondence with Viscount (later 1st Duke of) Wellington, but they also include co-operation with the Portuguese authorities, protection of trade, and the sale of Danish ships in Oporto. There are numerous complaints against the Commissary-General's department, and against American captains encouraging British seamen to desert.
